Sure Landscapes allows you to transfer Development Objects seamlessly from one system to another without making use of Transports. Instead it literally recreates each object on the target system making use of standard BAPIs.

Simply perform a “backup” of a Development Class on the source system, and then perform an “install” on the target system and all the objects in that Development Class will be created and assigned to a Transport.
